The Smart Specialisation framework developed by the OECD establishes an agenda for economic transformation. An S3 defines the competitive advantages of a country or region by analysing its competencies and discovering new areas of opportunity. It also establishes priorities for investment and research.
RDA Hunter takes a strategic, collaborative, approach to economic development. We will implement the OECD framework in our S3 for the Hunter initiative which helps identify the Region’s competitive strengths.

WHY SMART SPECIALISATION?
The Board of RDA Hunter has identified innovation, investment and infrastructure as essential strategic areas for the economic development of the region. We have a track record of commitment to innovation through initiatives including the Hunter Innovation Scorecard, Hunter Innovation Festivals, the ME Program and the Business Innovation Hub.
S3 for the Hunter is RDA Hunter’s new initiative that aims to boost regional competitiveness for economic growth and job creation.
It will:
• Inform policy to ensure effective and efficient spending of research and innovation funds.
• Identify regional priorities based on current strengths and comparative advantages that support high value-add activities and offer the best chances for strengthening competitiveness.
• Recommend potential areas for future comparative advantages, entrepreneurship and growth.
• Encourage partnerships (locally and beyond the Hunter) in governance, project delivery, monitoring and evaluation.
• Support productive research and innovation activities for smart, sustainable and inclusive growth of the Region.
